Construction sites cover large areas with minimal barriers, such as chain-link fencing that is easily cut or climbed. Multiple entry points, incomplete structures, and open storage yards provide easy access for thieves and vandals.

Sites are typically unmanned at night, on weekends, or during project pauses, leaving materials and equipment exposed to theft and vandalism with little immediate detection.

Internal theft by workers or subcontractors is common, with individuals stealing materials (e.g., copper pipes) or tools for personal use or resale. High turnover and transient workforces increase the risk of collusion with external criminals.
